During his time in the legislature, John has shown himself as an effective leader and problem solver. While serving two terms in the minority and two terms in the majority, he has been successful in having 30% of the legislation he introduced, signed into law. John has worked across the aisle, but has also stood firm when the legislation demanded it.
Michelle's Law
- Named after Michelle Morse, a Plymouth State college student diagnosed with, and who ultimately died from, colon cancer.
- This was the first law to recognize the need to provide health insurance to college students
- Provides that seriously ill students, who otherwise have insurance, may keep their insurance if they drop below a full-time course load for medical reasons.
- According to the bill’s prime sponsor “If John didn’t get involved, this bill would never have passed”.
Autism Registry
- Created registry to follow children newly diagnosed with autism spectrum disorders (ASD).
- The purpose of the bill was to better understand causes and effective treatments in autism.
Prescription Drug Advertising
- Led one of the first attempts in the nation to ban Direct To Consumer (DTC) advertising of prescription drugs.
- While the bills did not pass, the attempts raised the understanding of the harm of prescription drug advertising in the doctor patient relationship, as well as the epidemic of prescription drug abuse among our young people
Low Income Home Heating Assistance
- Sponsored Home heating assistance for low income families in the aftermath of Hurricane Katrina.
- Sponsored the legislation and pushed for special session in October, 2005, to give families piece of mind before the heating season began.
Homeland Security
- Sponsored legislation creating the first NH Department of Homeland Security.
Distracted Drivers
- Legislation that created enhanced penalties for drivers who caused an accident due to being distracted.
Social Safety Net
- As a Finance Committee member , fought for safety net services in Health and Human Services.
